Department of Health Operating Framework 2009/10 – National Priorities
In December 2008 the Department of Health published The operating framework for the NHS in England 2009/10. This document sets out the national priorities the NHS will be focusing on during the year. These priorities remain the same as 2008/09, they are:

Improving cleanliness and reducing healthcare associated infections

Improving access

Improving health and reducing health inequalities

Improving patient experience, staff satisfaction and public engagement.

Emergency planning
Performance against these areas is measured through a range of indicators known as 'vital signs'. These will be used to measure how the NHS is performing both nationally and locally.
The Operational Plans 2008/09 - 2010/11 publication sets out the national planning guidance for implementing the operating framework. It also explains how organisations can use the 'vital signs' to develop local operational plans to deliver against national priorities and inform decisions on local targets.
Although Bristol Community Health is no longer a public sector organisation and now registered as a social enterprise community interest company, we will continue to work within the above framework when dealing with Freedom of Information requests.
